PDC Telco has been appointed by the State Government via Chief Minister's Inc (CMI), to serve as the One-Stop Agency (OSA) for coordinating and facilitating these initiatives. Our responsibilities include the issuance of trenching permits for civil engineering works ande ensuring that telecommunications contractors comply with the highest workmanship and safety standards.
In addition, PDC Telco is tasked with implementing a state-wide Telecommunications Common Trenching System to streamline infrastructure deployment and support efficient network expansion across Penang.
Through strategic partnerships with neutral Network Service Provider (NSP) licensees, PDC Telco acts as a neutral facilitator in the provisioning of fibre-optic ducts within the Common Trenching System, as well as dark fibre and backhaul bandwidth. As a neutral industry player, PDC Telco does not compete in the retail telecommunications market. Instead, we work alongside licensed NSP operators to deliver carrier-class fibre-optic network facilities that enable reliable and high-performance connectivity for end-users throughout Penang.
