Standards and best practices guiding the development of Next Generation Network (NGN) infrastructure in Malaysia.

Building a Structured

NGN Ecosystem

To support the development of fibre-optic infrastructure in Malaysia, a Next Generation Network (NGN) Working Group was established under the auspices of the Malaysian Technical Standards Forum Berhad (MTSFB).

The Working Group brought together key industry stakeholders, including telecommunications providers such as DiGi Telecommunications, Maxis Communications, Telekom Malaysia, and TIME dotCom, as well as the Malaysian Communications and Multimedia Commission (MCMC) as the industry regulator.

The group was tasked with defining industry standards tailored to Malaysia’s needs and recommending improvements to the regulatory framework to facilitate the deployment of Next Generation Network (NGN) infrastructure.


Guideline on NGN Realisation

The Working Group produced a report titled "Guideline on Next Generation Network (NGN) Realisation."

This guideline outlines the factors driving the evolution of NGN, including:
  • Increasing competition among service providers following market deregulation
  • Rapid growth in digital traffic and data consumption
  • Rising demand for multimedia services and mobile connectivity

These developments highlighted the need for a robust and scalable fibre-optic network infrastructure to support Malaysia’s digital future.

Addressing Malaysian

Regulatory and Industry Needs

The Working Group also examined regulatory and licensing considerations specific to Malaysia. Key conclusions include:

  • The liberalisation of licensing regulations supports the implementation of NGN.
  • Quality of service can be ensured through clearly defined industry standards.
  • A coordinated framework is necessary to ensure interoperability and efficiency among service providers.

These measures help ensure that NGN infrastructure development remains structured, sustainable, and aligned with national telecommunications policies.

Supporting Infrastructure and Utility Mapping Standards

Prior to the establishment of NGN and Fibre-to-the-Premises guidelines, several standards were already in place to ensure proper documentation and management of underground utilities.

These guidelines, adopted by the Department of Survey and Mapping Malaysia (JUPEM), support accurate underground utility mapping and efficient network maintenance. They include:

  • Standard Guidelines for Installation of Utilities

Such standards are essential for infrastructure planning, maintenance, and the prevention of service disruptions.

Industry Best Practice Guidelines

To support the rollout and operation of NGN infrastructure, the Malaysian telecommunications industry has developed a number of best practice guidelines for facilities and service providers.

These include, but are not limited to:

  • Guideline on Next Generation Network (NGN) Realisation
  • Technical Standards of In-Building Fibre Cabling for Fibre-to-the-Premises (FTTP)

These guidelines provide the technical and operational standards necessary for reliable fibre network deployment.
