PDC Telecommunication Services Sdn Bhd

PDC Telco is the State Government–mandated authority and principal implementer for the planning, development, ownership, and management of telecommunications infrastructure in Penang.

As a state-backed strategic entity, PDC Telco plays a decisive role in shaping Penang’s digital infrastructure landscape and in enabling secure, resilient, and future-ready connectivity across the state and beyond.

PDC Telco is a wholly owned subsidiary of the Penang Development Corporation (PDC) and is fully licensed and regulated by the Malaysian Communications and Multimedia Commission (MCMC) as a Network Facilities Provider (NFP), Network Service Provider (NSP), and Applications Service Provider [ASP(C)]. These licences authorise PDC Telco to develop, own, operate, and commercialise telecommunications infrastructure in accordance with national regulatory frameworks.

As a State-Backed Company (SBC), PDC Telco is entrusted with the mandate to build, own, and lease shared telecommunications infrastructure, including towers, poles, ducts, pits, and associated facilities, across Penang and other states in Malaysia. This mandate ensures orderly infrastructure deployment, elimination of duplication, optimisation of public and private investment, and equitable access for all licensed telecommunications operators.

PDC Telco is also officially designated as the One-Stop Agency and sole coordinating entity for the Penang Telecommunications Common Trenching System, an asset owned by Chief Minister Incorporated (CMI). In this role, PDC Telco exercises centralised control, coordination, and technical governance over all trenching, ducting, and underground works related to telecommunications infrastructure, ensuring regulatory compliance, engineering standardisation, asset protection, and superior civil-works quality statewide. In 2025, PDC Telco further consolidated its strategic authority by developing and owning state-wide common utility duct infrastructure, covering key economic growth zones in Batu Kawan, Seberang Perai, and Penang Island. This initiative directly advances the Penang2030 Vision (D2): Strengthening mobility, connectivity, and digital infrastructure, and establishes PDC Telco as the custodian of shared digital infrastructure assets in new and existing developments.

Moreover, PDC Telco is formally recognised as a reference and coordinating agency under the jurisdiction of MCMC in the regulation and management of duct infrastructure, micro-trenching works, fibre routing, and shared telecommunications site reserves within Greenfield development areas throughout Penang. This recognition positions PDC Telco as a key regulatory interface between the State, Local Authorities, Developers, and Licensed Operators.

Through its statutory licences, state mandate, infrastructure ownership, and regulatory coordination role, PDC Telco functions as the backbone authority of Penang’s telecommunications infrastructure ecosystem, safeguarding public interest, enabling industry growth, and delivering world-class, future-proof digital infrastructure for the State of Penang.
